Appearance: Anime design for the sake of full-color reference. Description as well! He's about 5'10'' with messy black hair and wears a yellow hair clip pretty much all the time. He also wears these goofy green coveralls, which ostensibly are 'comfortable to work in'. He's prone to broad gestures and taking up more space than he thinks he is.
Personality: Although Seto appears to be a casual and easy-going person, he's worked hard to become the person he is in current canon. As a child he was bullied for being small and having trouble communicating with others, and this was only exacerbated by his status as an orphan without friends or family. Along with his inability to communicate with others came a tendency to melt down into tears whenever he felt any strong emotion, even if it was something simple like hunger or discomfort, because he couldn't communicate it properly to those around him. Things became even worse when he received his power to see into the minds of people around him, especially since he couldn't control it. By the time Seto was six years old, he thought of himself as a monster.
It would be impossible to explain how Seto changed without talking about the people who influenced him, as he became the person he is because of his family around him. Such changes began small-- Kido and Kano arriving at the orphanage, Kano becoming his first human friend and encouraging him about his ability, and Kido threatening him until he switched from the painfully polite 'Keigo' method of speech to a much more laid back and casual dialect. The biggest change, however, was when he was adopted into the Tateyama family, and Ayano began to teach the three of them what it meant to be a 'hero'.
Out of his siblings, Seto is perhaps the one who internalized the 'hero' lesson the most. He's unerringly kind and positive, seeking out those who need him and offering a helping hand. He dislikes his power to read minds, but mostly because it precludes human interaction, which he craves and has desired since he was young. He genuinely enjoys just talking to people, and is happy to chat with anyone in the vicinity. Unfortunately, he's not that good at reading people without it, and will often be overbearingly kind towards people who just want him to go away. It's probably this difficulty to understand others, combined with a stubborn refusal to use his powers, which leads Seto to dislike lies and falsehood.
Seto is the sort of person who derives his personal worth and meaning by way of how he's able to help others. This is shown in how he works so many part-time jobs for his family, and in how he was only able to accept Ayano's lessons when he was able to reach out and help Mary. Ever since then, however, he's been able to become a friendly and outgoing person. He's often one of the first to reach out to strangers and attempt to become friends with them, and to accept them as a friend even if they've only known each other for a short amount of time. This is shown not only in how quickly he accepted Mary, giving her his jacket and playing her music within minutes of meeting her, but also in how easy he acts around Shintaro and Momo, despite only knowing them for at most a few days. He's also aggressively affectionate, patting Shintaro on the back for far longer than is appropriate and constantly thumping people on the back with a huge smile.
As a consistently laid back person, Seto is rarely (if ever) angered or upset in current times. When Momo and Shintaro get his name wrong, he just laughs it off. When yelled at by Shintaro, he doesn't seem bothered at all. Even when it comes to Kano, who seems to be capable of making any member of the dan angry with his teasing, Seto reins him in with a chuckle and his name and not much else. The only time he's shown to become angry is when Kano is killed in front of him, and it doesn't last long, as Seto rushes his murderer and meets the same end. Interestingly, while Seto's insistence on having a positive outlook is probably one of his best traits, it's also one of his greatest weaknesses. It's shown that in his tendency to smile and be happy, he often misses hints of his friends having troubles and struggles of their own, until forced to face the truth.
Seto is hardworking and diligent, missing out on most of the canon events because he's constantly at work. He's mentioned to have a variety of jobs, and the creator of the project even said if he were to give Seto any advice it would be to take it easy and work a little less. It's unconfirmed if he works as much as he does due to only work ethic, or if there's also an element of them being short on money as a group of teens living alone in an apartment. He also makes an effort to contribute in other ways, as he makes them dinner in the novels and Kido mentions in the anime that he was supposed to clean the bathroom but apparently forgot.
Probably because of his first friend being a stray dog, Seto feels a strong kinship with animals. This is probably made stronger by the fact that he can understand animals using his ability, and apparently even speak to them. In the manga, he's saved as a child by a hamster when he becomes lost in the woods, and as he's also mentioned to have a pet hamster named Hanao, it's possible they are the same creature. Probably due to his friendly nature, he tends to chatter at and try to befriend nearly every animal he passes.
Although it's easy to think of several ways to describe Seto right off the bat-- his friendliness, his hardworking nature, his positive attitude, even his bad fashion sense-- there's one word that's undeniably tied to Seto in the canon, and that is 'brave'. His song is Shounen Brave (Brave Boy or Boy Brave) and it's there that he lays out, in one of the last lines, the core of who he is as a person. "A heart that saves hearts could be called courage," he says, and that's really his most defining trait. To him the most valuable thing to have is bravery, and while that's bravery in all things-- the bravery to smile despite wanting to cry, the bravery to face every day, the bravery to keep moving forward and reaching out-- in the end, being brave is defined as 'saving hearts', and that's what he truly believes. The most valuable thing one could do as a person is help other people, and that's what he intends to do.

In the fifth novel, Kano explains that it works in levels, and at it's weakest he can only read their current thoughts, while at it's strongest he can sort of dig into their brains and find other information. It also appears to let him talk to animals for some reason, not just to understand them (which makes sense) but to communicate back, according to the manga where he has an extended conversation with a hamster.
It should be noted that since he dislikes his power he almost never uses it on humans (although he does use it to speak to animals fairly frequently).
